So technically the city has "valid" reasons to delay, so the submission isnt "complete" so no time clocks start, and the builders have no real remedy to the decisions. I dont have an easy fix say to create a state planning board that takes all appeals.

So instead of SB 330 referencing "a court" in general, it should be the California Infrastructures Court. Right now, LADBS is having a problem where different planners have different interpretations to existing code during each plan check. So if you fix a problem in one, its kicked back in another.

Want to challenge something in SB330 or any infrastructure court simply to draw the decision out? I'll see you in a month in court. I'd be perfectly fine with all CEQA, code and legal objections objections if they were all resolved within 90 days.

I really believe any law passed should also have specific funding for a special infrastructures court or arbitration. A court where these sorts of very important policies dont get put at the bottom of the Superior Court shelf. Plenty of unused courtrooms to choose from.
