First off, having a small watch collection does not equal owning "items of luxury". It's a hobby. The Dali Lama has a lot of wisdom and is very unassuming, but he's just a guy. Secondly not sure what you are trying to even say about people owning items of luxury in general?

I think he probably understands what is and is not in accordance with his vows much better that you do.
And FYI, money should not be on your list. Monks do not have any money of their own.

Also he tinkers with watches. It's a hobby of his. And I really find nothing wrong with being gracious and accepting gifts.

No not really. You can be a Buddhist and have money and a home and clothing.
A monk on the other hand takes a vow of poverty, which means the monastery feds and houses and clothes him, and he gets no salary.

It is my understanding that the vow of poverty means he does not earn a salary, he is taken care of by the monastery(Gets only one set of new clothes per year), and all money from royalties is given away. I just think having a small watch collection to enjoy isn't a big deal. I do get your viewpoint

He has about 15. They were all gifts. One was from FDR, given to him when he was a kid.
