Yes,It feels like a long-standing escalation that has been quietly designed and tolerated. Once violence becomes institutionalized and gets cloaked in “procedural justice” it doesn’t need extreme motives just obedience to orders. The real danger is this kind of breakdown that comes to look “normal”
