I don’t think it’s plausible that there are thousands of planets each of which probably hold billions of beings and multiple minor people can have reputations big enough to be know across the galaxy. Or for that matter that there aren’t 10 beings with exactly identical names, for every extant name.

I assumed the baseline level of force necessary to keep the galaxy pacified occupies 99% of the fleet and the remaining 1% is what’s the mobile reaction force. But frankly you’re just right. Also having trillions of beings in the galaxy is incompatible with people routinely knowing others’ name.
