Sorry. Dave Toubs teams have always been this way. This isn't new and won't get resolved until you get in a coach who actually coaches it out of the special teams players. Toub won't.

My stance on Herbert is that he has all the physical tools any coach could ever ask for, but he doesn’t have that “finisher” attitude in his DNA. Just a super talented, nice guy.
