Many of those who kept coming to Council to defend him benefitted from these tactics. This article is only one piece of the puzzle...

In the end, no one public official should have this much authority without public oversight. Period.

I'm still anti Strong Mayor, bc I don't think politicians should run bureaucracy (case in point: Trump)
But that doesn't mean there shouldn't be serious consideration to charter changes
For one example, subject the City Manager to the Brown Act, forcing updates to Council to be given in open mtgs
