It seems obvious that in this context, the term "North Korea" is being used as a synonym for 'shitty'.

They always had the problem of the energy expense necessary to facilitate the promised carbon storage. On energy grounds alone, it always was a loser. Too much money to spend for an outcome ( slow/eliminate climate warming) that is not guaranteed.

Correct. Just because TV cameras or people with phones didn’t record or transmit pictures of the bricks or rocks being thrown, doesn’t mean they weren’t thrown.

Can confirm. I live in one of the small, independent cities adjacent to L.A. and so get the L.A. news. Traditionally, the L.A. City Council has a little town-style collection of opportunists and nobodies, with the occasional good Joe/Jane.
