Is there any reason (other than Gorsuch's disapproval) that lower courts can't nip this in the bud by refusing to extend an unexplained decision to any case other than one presenting exactly the same facts?

Greenland should just ignore her. She can come over and watch dog races and whatnot. The government doesn't need to treat her any differently than they would treat me, unless the U.S. requests some additional security. Then they should ask for payment in advance.

May I ask: Does the judge have the power to *dismiss with prejudice*, instead of dismissing without prejudice (coercive) or refusing to dismiss (problematic). TV news pundits do not seem to be considering the possibility of dismissal with prejudice as an option for the judge. Why?
