A problem with combining gateway classes is the reusability paradox: The more contexts educational materials can be used for, the less effective it is. There is an efficiency-effectiveness tradeoff that can't be ignored; the boost in efficiency must be weighted against the loss in effectiveness.

I don't know the legal stuff, but from a ling angle, Pennycook (1998) contains a great section on how the plagiarim rule enforcement is inseparable from deficit views of Chinese learners. I graduated from the faculty in question in the '10s; instructions along those same lines remained in place.
