Generally I've found larger places are strict but smaller ryokans will be more chill especially if you're obviously foreigners. I've gone to sento in Kamata, Tokyo-though they're more old fashioned/Showa, that's the charm. A lot in that area is tattoo friendly and have the famous kuroyu/black water.
