the key issue is whether Pa. will allow existing licensed sellers (ie., largely medical marijuana companies) expand into the recreational market

OR

create state-owned stores, like Pa. does with alcohol

there's no guarantee they'll take up Shapiro's complaint. But environmental, labor, and consumer advocates that I spoke with said they're hopeful that FERC will respond.

the Federal Energy Regulator Commission (FERC), which regulates PJM, has opened up a comment period and several orgs have filed to intervene in the case.

including energy companies (PSEG and Shell), attorney generals offices (NJ and MD), and the Pa Utilities Commission.

the devil is in the details here. Shapiro levied a targeted complaint against a metric PJM uses to cap electricity prices. but called it part of "the largest unjust wealth transfer in the history of U.S. energy markets"
