EXACTLY. Whenever Republicans talk about "waste, fraud and abuse" in government programs, they ALWAYS talk about RECIPIENTS committing fraud. They NEVER talk about the insurance companies or providers or other criminals like Rick Scott, because those are their bread and butter.
