VERY hard to answer. I wanna say Kefka from FFVI is great. Probably not the best, but the first that came to mind. Honorable mention goes to Caius from FFXIII-2. Mid trilogy, great villain

I hate the term "Movie Games". It implies the gameplay isn't quite as good, when in reality games like God of War or Uncharted are pretty much up there. Difficulty wise too. God of War on the hardest difficulty is just pure joy
