Is there a width given that needs to stay for pedestrians?
In Germany it would still have to be 1.35m for everyone to get past.
In general it's around 75€ fine in Germany when parking on the pavement where it's not allowed or 95€ if there's less than 1.35m space as that's considered an obstruction.

But at the same time public transport options need to be sorted to be frequent and reliable. If this is the case and you can safely choose to take the bike a lot of people would be using these options.

I saw that on the sketches and asked about it at the consultation in Milngavie.
They desperately tried to convince me that this is safer. Also I said the wide mouth should be narrowed down. No lorries wouldn't get round otherwise.....

Great thing to use for short trips. From train to museum/doctor/friends house as an option if walking is too far and not having yo the the bus in sunny weather.
