That’s literally exactly it! You can intentional design a road such that drivers will slow down, no need for signs. Narrowing the lanes, adding a median with shrubbery, etc.
Big wide stroads with miles of visibility = faster speeds
Narrower roads with less visibility = slower speeds

Honestly, I’d take it just for the fresh air aspect and the irritating times a year when I don’t really need hot or cold air but just outside air that’s barely cooled or heated.
