The state provided 3 billion in additional housing funds, and the guidance specifies no punishment if you don't have other options. This is for those who refuse provided shelters. Idk if it addresses the reasons people refuse shelters tho. I doubt it.

The guidance says no punishment for camping if they have nowhere else to go. At the same time the state gave 3 billion in housing funds for the cities to use.

It's aimed at those who opt out of housing, although I don't know about those who can't do housing due to addictions or mental illness.

I believe that cops use deadly force way too often. The training they get that says everyone is an enemy is a horror. I marched for BLM.

That said, if a cop ends up in a fight with an drunk guy and the guy grabs the cop's taser, I think it's reasonable that the cop would fear for his life.
