Please consider my original point, no one is going to be able to persuade the voting public that 70% is appropriate or fair--even if it is explicable--because the number itself screams BLOAT which is what DT ran on and was elected for.

I know. Look, let's not freak out. The way this admin works, this is what will likely happen:

Add 70% and 15%
Divide by 2
That's the new rate
Children's research hospitals and similars are exempt and can negotiate

The research and the researchers are not indirect. Please justify the portion of the 70% that goes to the development office, depreciation, undergrad administration, etc.

If this even catches the public's attention it is going to be hard to convince the American people that a 70% up-charge for indirect o/h costs is appropriate or fair.
