Hmm, dunno, I think it's difficult when they have basically no feats in base besides stuff like Pui-Pui, maybe if the tournament progressed further and we saw them vs Piccolo, then we could have gone from there, but I'll agree that they're probably equal or stronger than Final Form, dunno about 100%

I was under the impression that Goku and Vegeta never surpassed/equaled Final Form Frieza in base until RoF?
