Back in the 70s we had to have yearly car inspections which included working headlights, brake lights, and turn signals. If you failed inspection you would be fined just like have expired plates. That argument doesn’t work

I can’t speak for other states but I know in Georgia every license plate stays with the person. If you sell or trade a car you take the plate off. If you don’t want to reuse it you take it to the county office so they deactivate it. Then you are responsible for disposing so it can’t be reused
