Just released v1.1.0 of Riichi Advanced (riichiadvanced.com) which comes with a tutorial creator!
The documentation for the syntax is available on the GitHub, and sharing tutorials you create is as easy as copy-pasting the link. (do save a local copy though in case the server goes down)

it only takes a few (~20) minutes to churn these out, so hopefully all rulesets will have tutorials by the end of this month
