Moisturizers and creamy (high oil content) are much better for buffering since their primary function is to act as a barrier -> slow down the absorption of actives (not decrease the efficacy tho)

Sorry to butt in but I'd highly discourage from using snail mucin-heavy and liquidy formulas as buffers or barriers - they are primarily hydrators and are likely make strong actives more irritating as it would increase their penetration in the skin !! (1/2)
