We're products of the same social conditioning and often play the neuronormative game just like everyone else, even amongst neurokin. While actually not enjoying it, and while having even less energy to sustain it. How do we change that?

Also, while NIS1 wasn't an easy process, it was certainly more straightforward, especially as it was largely modeled on Estonia's (and other spearheading countries') experience. In some regards, we scaled our ambition down, not up. This is not the case now.

Oh, I agree, I'm neither justifying nor assigning blame. It's just curious where the root of such delay really is and whether overcalibration of ambition in NIS2 might not play a role on a broader scale.

Interestingly, the list includes practically all EU Member States that are considered leaders in cybersecurity, both in terms of strategic and operational capacities.

Ah, but that is a structural issue that the time for needed (and requested!) rest and integration was always seen as me expecting a luxury. Your advice may well be theoretically sound but is very difficult to enforce without reliable benchmarks and given that feedback will inevitably be delayed.

Oh, I very much lived that growth mindset, compensating with extra effort and indeed achieving results. But the constant overexertion took a toll on my body and landed me largely housebound with moderate ME/CFS in my 40ies. So I'm somewhat cautious about short-perspective success stories.
