Yeah that's the issue. I think you can use someone else's phone as long as it's not associated with another number & then disconnect it from the account but I've not tried that in a while. Before DMs/video chat became the standard we worked with lots of folks in libraries seeking a free phone option

Google Voice works for this still - but it does have to be set up with a cell phone number attached. Doesn't need anything from it after getting an initial code, but still required.
