Just 21 states track shutoffs. At the height of COVID, 42 states reported utility shutoffs and ALL had some form of moratorium on shutoffs. During this crisis, officials recognized electricity as essential. Since 2024 only 21 states report shutoff data - half the country’s shutoffs are invisible.
