Briggsmore to Carpenter should be a tunnel under the highway to avoid all the lights. The overpass could remain on/off ramps for the highway. That's my idea after giving it 10 seconds of thought.

Judges need to write an order that stops all access to all systems until it is understood what is happening and we can ensure laws are being followed or if new laws are needed before proceeding.
