After receiving a draft of the memo, the Deputy Attorney General directed the DEA to suspend these consensual encounters at mass transportation facilities except in ongoing, predicated investigations, or when approved by the DEA Administrator based on exigent circumstances.
We found that the DEA was not complying with its own policy on consensual encounters conducted at mass transportation facilities, resulting in DEA and DEA Task Force Group personnel creating potentially significant operational and legal risks.
