Maybe the rationale is that not everyone knows 'the law' but we are aware of specific laws. If you make spiking a separate offence it may enter the public psyche with more effect.

The funny thing is he bought that land 15 years ago for the reason you mentioned, let someone else run it for most of that time, then turned up to make a TV programme. Yet somehow he's managed to convince people that he's Old MacDonald.

If I were a farmer I'd be well pissed off with the likes of Clarkson and Dyson not falling in behind them, imagine the cheerleaders of your cause being the poster boys for the tax dodging the govt wants to stop.
