But, as I understand it, the money raised will go to local councils as extra council tax revenue. So - the flip side - councils outside of London and SE, such as Broxtowe and Nottingham will get hardly any extra tax revenue.

I don't get how this is supposed to work. Councils in London and SE will get a lot more council tax revenue but most councils elsewhere will get next to nothing.
