From a broad perspective of our history, we seem to only do to the right thing when either we have no other choice or it's somehow more convenient/beneficial to those in power (counting the ultra rich in that). We're supposed to be a lot of things, but we fall short most of the time.

He would have to rewrite the UCMJ, and that takes an incredibly long time, even when the change is universally agreed upon.
The military isn't only governed by civilian law or the constitution, so he has more hoops than he has lifespan left... hopefully.

From what I remember from 1 undergrad Poli-Sci class, they just can't pardon state charges. But the assumption was that they wouldn't pardon murder without strong, compelling evidence and an extreme circumstance. We didn't even consider this shit being the situation.

As someone with an average understanding of how the government is supposed to work, can Rand Paul explain to me (like I'm 5) what we can do to stop this that they can't? They already have the authority and proximity, right? Does he need a majority opinion to give him permission?

Well, he told us what to expect. Trump's been talking about picking a fight with Venezuela for months. We speculated that he would try to use a war to suspend elections so he can remain in office beyond 2028. The oil is probably the main goal, but multiple things can be true at once.

The oversight isn't the problem. It's the lack of follow-through from DOJ that is, since 2020 at least. They mull it over forever.

Oversight is "yep, this is happening. We have proof. Here it is."

Then what?

I'm waiting for the day "vigorous oversight" guarantees appropriate, immediate, and proportionate consequences.

Until then, it's just more of the same: obvious evidence of heinous crimes that lead to absolutely nothing meaningful.
