At risk of misremembering, doesn't the construction crew refuse to do their job because they're pissed off at Wade? And it's played as petty grievance instead of criminally negligent. I dunno, I haven't watched it since it was in theaters but that is the impression that stuck with me.

I've lost much of the details of the movie but I remember leaving the theater incensed that it, if I recall, displays a really egregious example of. I believe the term is environmental racism? And the movie seems to not care about it at all?
