How hard is it to say “invading an American city with the US military is treason and the second we have power we will prosecute anyone who gave or obeyed an illegal order”

I got 75% of the way through the first novel in a series and then started the second novel because that's what my brain kept insisting I think about. I know how the first one ends, so it can wait.
