I've thought about that too. I found it implausible. But I suppose Teddy loves Pine too much to kill him up close. Besides, he was curious. That's why he hesitated. Incidentally, I also didn’t understand why Roper didn't kill Jonathan in the restaurant after he found out what he wanted to know.
