Of course, when you learn a new language, you start right off with a dictionary, which is helpful because you already know how to read. Most kids who are just learning to read already know the language, though. Reading is a skill of its own, separate from knowing a language.

I doubt a dictionary would help a beginner; early reading texts use basic language that kids understand already (fox and bear example in the article). Kids know the words when spoken. They need to understand how printed letters/words map to spoken sounds/words before a dictionary will be helpful

Massive "yikes" - what happened to phonics? I remember hating phonics drills as a 6 year old, but "sound it out" seems like a solid strategy for beginners. They're most likely encountering words they already know and use when they're first learning to read.
