The Constitution needs some self-executing provisions, for example:
If the President accepts a gift without Congress approval, then any Congressman or Senator who do not immediately vote for their impeachment and removal are automatically removed and prohibited from ever holding public office again

The Constitution says that Congress must approve gifts to the president and his family from foreign potentates, but apparently the Constitution is mostly decorative these days.
