Just to be clear, I referenced games that are specifically story-driven as per the OP. Character development isn't strictly a requirement for a story to be told, see for example emergent storytelling/AAR in 4X strategy games, but it does narrow the scope, no?

Or, it could be as simple as getting stuck in terminology. Chess is a classic despite being zero story elements. Yet a child can be fascinated by the simplicity of its rules yet there's no end to "difficulty levels" if you wish to compete in it.

Not necessarily, but it's hard to imagine how you would tell a story without at least one protagonist and some NPCs. Even if very visual storytelling, like Limbo, can do so without any character development or difficulty levels.

Any good game deserves to be played at the very least three times: once as a wide eyed noob for the story and the scenery, once with an optimized "stomp them all" cookie cutter build and once in hard mode for the challenge, possibly with extra self-imposed limitations.
