Here’s a list of good items to donate to food banks.
1. Everyone donates Mac and Cheese in boxes, but it also needs milk and butter, which are hard to get from food banks. 2. Boxed milk is a treasure. Kids need it for cereal, which they get a lot of. 3. Everyone donates pasta sauce & spaghetti noodles. 4. Canned foods should be pop-top or donate a can opener 5. Oil is a luxury needed for Rice-a-Roni, which they receive in abundance. 6. Spices, salt, and pepper are a real gift. 7. Coffee and tea bags are caring gifts. 8. Sugar and Flour are treats. 9. Fresh produce donated by farmers and grocery stores is essential. 10. Seeds are great in the spring and summer because growing can be easy for some. 11. Rarely is there fresh meat. 12. Tuna and crackers make a good lunch. 13. Hamburger Helper goes nowhere without ground beef. 14. They get lots of peanut butter and jelly, but need sandwich bread. 15. So, make a monetary donation wherever vou're able!

Section 112204 mandates that Artificial Intelligence tools be purchased and used for reducing and recouping ”improper” payments under Medicare. -> i.e. taking back money from providers. Annually, if the Medicare Secretary fails to reduce the rate of improper payments by 50 percent each year compared to the year prior, they must provide a description of the reasons for such “failure.” There are no mandates for accuracy of these systems, no mandates to review these AI tools, and no requirements for review and appeal of the AI decisions. This is the same model used by the United Health CEO who had a lethal fate as the result of the damage to patients inflicted by his AI system denying a high percentage of valid claims. The fallibility of AI systems was demonstrated by the 'Chicago Sun-Times' letting AI generate a Summer Reading List—Full Of Fake Book Titles! It wasn’t even noticed until after they published the list. Controlling Medicare is one of many programs the Bill mandates to be run by AI systems with no requirements for precision, no constraints, and designed by non-government entities without mandated accountability. These AIs are bound to be black boxes that introduce uncertainty and fallibility into our agencies. Non-AI programming is the best way to implement laws and monetary control of each agency’s funding. Call you Senators and Representatives, email them, and write postcards and letters to anyone with any influence. Go to senate.gov and house.gov to find senators and representatives by state.

I am writing about the budget resolution just passed by the House. One very worrisome part is in the sections on applying artificial intelligence and information technology modernization. Section 43201 prohibits states and localities from regulating Al for 10 years! That is terribly dangerous and should not happen. That whole section should be blocked. It mandates that commerce must use funds to replace or modernize legacy business systems with commercial Al and automated decision systems. In section 112204 there is a mandate to implement artificial intelligence tools for purposes of reducing and recouping improper payments under Medicare. I am a retired computer scientist. I taught computational theory for many years. We know that there is a theoretical limit to what any computer system can do. Any computer system is a Turing Machine. We have proven many times there are all kinds of problems that cannot be solved by Turing Machines. Adding memory, increasing processor speed or adding processors will not improve the problem-solving ability of any machine algorithm, including Al algorithms. In fact, Al systems introduce unacceptable uncertainty that is completely avoidable. Since AI algorithms are now exploding in use we have seen many examples where the output is completely unexpected and incorrect. To replace existing machine code with an artificial intelligence system to control the operations of our government is extremely dangerous. We do not need AI to replace systems that are based on rules derived from congressional mandates for our departments. We can program all of the rules we need about what constitutes fraud or improper payments on Medicare. That’s done now. To introduce the uncertainty that an AI system is inflicted with will turn our systems into fallible black boxes. People doing research in machine learning and statistical processing tools for artificial intelligence understand that AI systems do not produce 100% accuracy. I have done research with statistical machine learning, reinforcement learning, other kinds of machine learning and all kinds of AI systems. I can tell you that we do not get 100% accuracy from these systems. All we need is to program the rules that regulate our various commerce laws in government and that is sufficient. Adoption of AI models that are not completely described in this bill will be at the whim of the designers and the commercial enterprises selling them. Don’t do this. Defeat section 43201 and section 112204. Don’t base the whole government on AI systems and eliminate the people who have knowledge of what government computational systems must do for us. And do not tie the hands of states for ten years.

13.7 million people -Medicaid.
10 million -Planned Parenthood.
4.6 million Veterans -VA Toxic Exposure Fund.
4 million people - ACA marketplace.
The Continuing Resolution passed by Republicans destroys healthcare for tens of millions of Americans and threatens livelihoods of hundreds of thousands of healthcare providers. 13.7 million people will lose Medicaid. Patient providers will lose their income. 10 million will lose healthcare from Planned Parenthood, which the CR defunds! 4.6 million Veterans were screened last year for toxic exposures. The CR zeros out funding the VA Toxic Exposure Fund. 4 million people on ACA marketplace will be uninsured after 2025 because the CR doesn’t renew Premium Tax Credits. 66 million Americans are enrolled in Medicare. Providers will lose 2-5% of payments for Medicare patients because the CR proposed huge deficit will trigger budget sequestration.
