12 usc 1182(a)(3)(C)(iii) provides for exclusion of an alien in some cases only if the Secretary of State "personally determines" a compelling foreign policy reason exists. (I agree with your general point and feelings.)

Under 15% of Snap hh are 18-49, nondisabled, no children (subject to ABAWD work requirements). And Cal., for example, has had waivers of these rules for a number of years. And there are other exemptions. So, I don't think it's accurate to say work requirements are "typical"

A record may state the *last* date of entry. So it is plausible someone will have an "entry date" later than the first time they entered if they have traveled outside the US in the interim.
