In districts with declining enrollment, there should probably be a negative impact fee because having more kids to fill under-enrolled schools should improve the local budget.

"I defined a gig worker as any worker who reported that their usual hours worked per week varied" This is not an acceptable definition or estimate of what people mean by "gig"—this applies to many standard part-time jobs (or involving overtime). Please don't title a chart "gig" workers for this
