Paraguay was an administrative region under Buenos Aires' rule when the revolutionary process took place.

And there were military campaigns against the aboriginal people with an intent to expand the States control over the territory, but most of the peoples were integrated into the new state eventually. You can just simply check the death tolls of those military campaigns and the native population then

Argentina did rebelled against Spain, and the new state was founded with powers and claims continuing the old colonial institutions. That's why until 1994 the president could name any Argentinian as a corsair, a power invested in the viceroy originally.

The territorial claim is based on a historical and geographical argument. The islands are part of the Argentinian continental plataform.

The historical argument stems from a continuity between all nations living on this territory (indigenous and Spanish) into the modern Argentinian state.
