I am wondering how much of this is true in every modern country. Purchasing government stuff is a complete nightmare. And technically my research institute is part of our country administration, so it applies to us. Reforming it would be a welcome improvement.

Are the days of review papers ending?. My take is that due to AI their days are counted.

They are usually very well cited. However, they are often used to boost journals IF and while some are very useful which select good references from noise, many are not.
