I don’t understand how Fuld comports with Mallory. If state sovereignty is the overriding consideration in the 14A analysis (per Fuld), how can a state end-run a peer state’s sovereignty by requiring general jurisdiction consent as a condition of registration?

I think it’s more common in the suburban areas. In Oakland County, it’s the South Woodward corridor (Ferndale, Oak Park, Hazel Park), and that’s pretty much it. Macomb County is similarly spotty.

Another factor is the number of county/municipal-level bans and zoning restrictions. Moves a disproportionate number of facilities the handful of towns that permit it.
