I’d also say expand both houses. Every House district sends three members, and every state sends nine to the Senate with three chosen per state every two years. The Senate’s powers are reduced too, and the House can override after one year like the British parliament vis a vis the Commons and Lords.

I would say ideally we should follow a “Wyoming rule” at minimum, where the average House district should have the equivalent of Wyoming’s population. This would require the addition of about 150 seats currently.

Also, consider that Harris’ likely opponent would be JD Vance, and well, the one poll done on that in 2024 had Harris leading Vance by nearly 20 points.
