I'll add road planners who do the same thing with bike lanes and then happily classify a whole road as a class 2 or 4 bikeway despite sharing lanes with traffic at the most dangerous part - the intersections.

I think part of the problem is the camera angles at this stadium. I was shocked they didn't have anything from the other side of the field for the VAR check on the penalty.

Yeah in the age of VAR maybe this rule that should be reconsidered since the ref calling a penalty on the field can lead to a worse outcome. This was not really a possibility before. But as obvious as this one was, it would be very difficult to define a rule for all cases.
