Schumer wanted this. How else could his own whip, Dick Durbin, vote with the Republicans? Schumer's whip. The man responsible for strongarming votes for leadership. He can't control his whip? If Durbin went against Schumer's wishes, he can prove it by dismissing him and appointing someone else.

Your sources had it 100%. And Schumer caved. He engineered this. To anyone who doesn't think so, this: The one vote a Senate Leader can count on is his whip. It's the job of the whip to cajole/strongarm votes in line with leadership's wishes. Schumer's whip, Dick Durbin, voted with Republicans.

This capitulation is all Schumer's doing. The Senate whip has a specific function. The whip cajoles and strongarms party members to vote with leadership. The one person the Senate Minorioty (or Majority) Leader can count on is their whip. Schumer's whip is Dick Durbin, who voted with the Republicans
