Navarro indicated in his interview on CNN that ~$30T had moved offshore in the past 20+ years - as somehow that’s magically reappearing. The markets are down what - $3T in two days? That’s directly out of people’s bank accounts. Total loses estimated over $30T?

which is ultimately code for get the cheapest stuff to make the stuff you sell. So no, probably not on the other nations to pay to reduce tariffs. Incentivizing trade, incentivizing CEO and BoG behaviours got us here, probably not reasonable to make the public pay (domestic and foreign).

Isn’t it in fact at least as likely that CEOs worshiping profits and thereby leveraging trade regulations are equally responsible for labour moving offshore. Like, capitalism is all about economies of scale and competitive advantage…

Wouldn’t that approach necessitate an implicit, if not explicit, belief that all of the countries “paying” to reduce their tariff rates were somehow responsible for the situation?

Understanding is the foundation upon which empathy is built. If we see the world in a fashion that allows for the engagement with the "other," then we are more likely to consider the needs of the "other." This encourages better outcomes for all of us; the ultimate goal of a functioning society.
