Thirdly, despite the caveat above, landlords do, routinely, leave units empty rather than rent them below value. Why? Because for large landlords, buildings are financial assets valued on potential (not actual) revenue, and so lowering the rent would depreciate the value of the building.

Further, focusing on the 2 or 3% obscures the fact that Blackrock’s investments are focused in particular markets. Per the GAO link you shared, large investors controlled 25% of this market in Atlanta, for example.

So, two thoughts:
1. Arts funding has never been simply about art. This has been explicit in arts programming since at least the 1980s, when, in response to the tilted arc controversy, the NEA began evaluating proposals for their social impacts as well as artistic merit.
