The new legislation requires the state to spend over $1 million over the next two years to hire staff and create a more robust inspection program for migrant housing facilities and requires the TDHCA to conduct outreach to migratory farmworkers, educating them on their rights under the law.

The Austin American-Statesman investigation found state regulators hadn't levied fines despite failing inspections and that Texas spent far less than other states. While Michigan spent $1.1 million in 2015, Texas spent less than $2,500 on housing inspections.

Similar versions of the bill, SB 243, died in past sessions. This time, Sen. Pete Flores of Pleasanton, the first Hispanic Republican in the TX Senate, passed the bill 31-0 in the Senate and by a wide majority in the House. Gov. Abbott let the bill take effect w/o his signature.
