A microcosm of problems in water management. One campus program minimizes water use, replaced a grass strip with bark. Another program, for irrigation, installed a complete irrigation system. We now have the soggy bark when two units do their individual jobs well, but act at cross-purposes.

So far, we seem to be forgetting that California has a history of such fires. The problem is a little about local water storage and hydrant systems, but probably more about land use and building codes to protect from embers.
