It is explicitly fascism, as defined by Mussolini. Alignment of selected corporate interests with the state. Now, it's not exactly the same, and this is more of a grift than a utilization of private power and capital but it's not dissimilar.

No, no, that makes perfect sense: £3 50s. Or at least it makes sense if you regularly refer to $7.50 as "five dollars and 250 cents." But even if the author meant £3 10s, that's still a pretty pricy book for the time.
