The authors of this 1987 NASA report also "endorse the TCP/IP protocol as the standard to be used"... for now. But recommend "the eventual migration to the ISO/OSI protocol when practical." We're still waiting. For a while, it really seemed like OSI was going to win that standards war.

Abstract: Lunch is important and choosing where to have lunch is difficult. In this paper we demonstrate use of quantum randomness to find a place to eat, thus shifting the decision-making to the vacuum fluctuations of the universe. This QRLG is made publicly available.

Looking through some old National Academies Press reports and came across this absurdly melodramatic cover doi.org/10.17226/4765

Thanks @jaykaydee.bsky.social. The book is only 2 weeks old, we can only aspire to being the go to text! If you're looking for work on metrology specifically, I also highly recommend The Measure of All Things by Ken Alder. Also the work of Susan Leigh Star.

One of the authors of the paper in my post yesterday is even more interesting than I'd previously realized. Hiromitsu Yokoo, I love this guy. Author of:

Actually I came across the citation to that paper when I was reading the book The Good Virus, by Tom Ireland. Which is excellent and I recommend it. But we have a record for Is bacteriophage φX174 DNA a message from an extraterrestrial intelligence? in the Astrophysics Data System. Science!

We speculate that a simple biological system carrying a message & capable of self-replication in suitable environments may be 1 possible channel for interstellar communication. A preliminary experiment was performed to test hypothesis that φC174 DNA carries a message from an advanced civilization.
