Councilmember Whitburn says he won't support "four years" of water rate increases. That's different than what he said in September.

More parking fee news: San Diego Utilities Department floats charging for parking at city reservoirs (which are used like parks) as a way to generate more revenue while it faces potential huge setbacks should City Council fail to raise rates to pay for its system.
